The Quranic Teachings

"Ar-Rahman. He it is Who has taught the Qur'an" [55:1-2]. "He bestows beneficence upon those who follow it" [6:155].

 Al-Maalik

One of the attributes of Allah is Al-Malik [ 20:114, 59:23, 62:1]. He is Maalik-ul-Mulk [3:26], Malik-ul-Haq [23:116], Malik-i-Naas [114:2], and Maalik-e-Yaum-i-Deen [1:4]. Whatever is in the heavens and in or on the earth [2:107, 3:189, 5:17, 5:18, 5:40, 7:158, 9:116, 24:42, 25:2, 39:44, 42:49, 45:27, 48:14, 57:2, 57:5, 85:9] and whatever is in between, is Allah's mulk [5:120, 43:85][6:73, 35:13, 36:83, 39:6, 64:1, 67:1], which means that the Real Owner of everything is Allah. Everything belongs to none but Allah. He does not share this ownership with anyone, whosoever  [17:111, 25:2]. Not only this but also it is none but Him who is the True Sovereign, the True King and the True Ruler.

In the outer physical world, Allah has established His Rule, Dominion, Authority and Kingship through Malaika. Everything in the universe happens according to Allah's Laws. In the human world,  those who are wiser and/or more powerful than others, rule and dominate. This is His Law of Universal Causation [2:247, 3:26].

Those who do not believe in that Allah is the True Sovereign, the True King and the True Ruler, rule and govern according to self-made/man-made laws. On the other hand those who believe in that Allah is the True Sovereign, the True King and the True Ruler, rule and govern according to the Laws given by Allah.

Not only this but if the believers have not yet established themselves in the Land, they do not sit idle doing nothing but they are required by their belief to attain wisdom and power so that according to the Universal Law of Causation, they become a sovereign nation. When they become a sovereign nation they are required to establish Ad-Deen. And when Ad-Deen is established this is what happens:

-No human being remains subservient to another human being and all matters are decided in accordance with Allah's Prescribed Laws; None whosoever has power to do anything for anyone and all the affairs  take place according to His Sole Command [9:33, 82:17-19].

-No man-made law remains or can become a part of the Constitution or statute book unless it is in accordance with Allah's Laws. This is because Allah does not share His mulk [i.e. Rule or Sovereignty] with anyone whosoever [17:111, 25:2].
